Conducted by Office of Hazardous Materials Safety (ADG). Overview of Changes with a Focus on Transportation by Air. On Thursday, March 30, 2017, the Federal Register Published a final rule title, Harmonization with International Standards. In the final rule, the Pipeline and Hazardous Materials Safety Administration amended the Hazardous Materials Regulations to maintain consistency with international regulations and standards by incorporating various amendments, including changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations, and vessel stowage requirements. These revisions were necessary to harmonize the HMR with recent changes made to the International Maritime Dangerous Goods Code, the International Civil Aviation Organizations Technical Instructions for the Safe Transport of Dangerous Goods by Air, and the United Nations Recommendations on the Transport of Dangerous Goods Model Regulations. Additionally, PHMSA made several amendments to the HMR that resulted from coordination with Canada under the U.S. Canada Regulatory Cooperation Council. The final rule became effective on March 30, 2017, with voluntary compliance authorized as of January 1, 2017 and mandatory compliance beginning January 1, 2018.
