| The Non-Foreign Area Retirement Equity Assurance (NAREA) is a provision of the National Defense Authorization Act for Fiscal Year 2010 (NDAA), PL 111-84, which transitions the non-foreign area cost of living allowances to locality pay over a three-year period beginning in January 2010. NAREA offers an opportunity to retirement eligible to retire with a high-three average that includes a full locality pay rate during this transition period as long as they retire between January 3, 2010, and December 31, 2012.
