The Implementer refers to Engineering Services, Project Management Offices (PMOs), NAS Security and Enterprise Operations (NASEO), and others performing project implementation. The Operator refers to the Air Traffic Organization. The Owner refers to the Technical Operations organization, i.e. Districts and System Support Centers (SSCs).
