| The course provides the FAA HR practitioner with the background, historical perspective and knowledge of current programs and regulations necessary to operate in the FAA personnel staffing environment. The topics covered will include: competitive service vs. excepted service; legal, regulatory, rules, orders as basis for HR activities; merit principles; prohibited personnel practices, external and internal recruitment; competitive and noncompetitive staffing; veterans preference; how to use and 'work' a certificate; qualifications determinations for FG (and Core Compensation); use KSAOs; use of DEU handbook; various methods for referring candidates; selective factors; quality ranking factors; job analysis, Uniform Guidelines on Employee Selections; Special Appointing Authorities; OPM compliance audits; and FAA internal audits.
