| This course covers the concepts, tools, and processes for a compliance and enforcement program in the Civil Aviation Authority (CAA). This course introduces a newly developed Model Enforcement Manual for government decision makers which can be used as the basis enabling the CAA's commitment to Aviation Safety. The course also addresses the International Civil Aviation Organization (ICAO) Safety Oversight Critical Element obligation for Resolution of Safety Concerns. The CAA may use the course materials and instruction for developing a new enforcement manual at the CAA, or to improve existing guidance materials. This course provides the essential means by which the safety and security of the individual State CAA is investigated and enforced. The course objective is to train personnel with direct enforcement duties, including policies, regulations and documentations.The course will enhance the state's knowledge base for proper compliance with ICAO Critical Element 8 (CE-8). Course material includes a generic Enforcement Manual adaptable to the state's national requirements for enforcement. | |||
